how'd you make that sound in that siren synth in the first bit?

Distorted basses.

You can use VSTS or samples.

All you have to do is distort it slightly and slow it down.

There are tutorials that can help you get a type of sound you want depending on what you use.

For FL studio , you want to use overdrive and fast Distort.

Then you simply mess with the plugin/sample settings until you get the "siren" noise.
